Dam
Blocks water but allows some to pass through a spillway at the top. Solid: Other buildings can be built on its top.
As everyone knows, a civilization's fundaments are built underwater.

The  Dam is a 1x1 building that blocks the flow of  fluids at a height of 0.65 units, and is used to build dams in riverbeds or to contain fluids in general. It is the most basic fluid control building and does not have dynamic control like for example the  Floodgate, that can be controlled in 0.05 increments in height to regulate fluid flow.

The  Dam costs 8 more  Wood to build than a  Levee.  Levees block all water flow at a 1.00 height.

 Paths can be built on top of  Dams to allow  Beavers and  Bots passage.
